Appendix: Excerpts of Non- Solicited Projects

Application Qualification

The head of a project (main and sub-projects) has to be a full-time educator or researcher in a subsidized institution acknowledged by National Science Council. Applications may be submitted by a single institution or co-submitted by several public and/or private institutions. In the latter case, the divisions of work and the administrating institution have to be identified in the project proposal. The director of the administrating institution is accordingly the head of the project, who would take the associated legal responsibilities in case when the project fails.

This project can be carried out through the cooperation of academic circle and enterprises; however, the institution which submits the application must conform to the qualification stated above.

The subsidy for each project cannot be over than NT 5ooo,ooo dollars.The institution which applies for the subsidy should explain available cooperative funds, equipments and references; and a hard copy of authorized document from the supervisor of the institution should be attached at the same time.The institution which provides sufficient available cooperative funds, equipments and references will have priority to be subsided.

Documents For Application

  • Application form: Download the application form for academic research at the website of National Science Council (http://web.nsc.gov.tw). Fill in the form in its format.The following contents should be included: the basic information, main researchers, the expense of the research, abstracts of research plan written in both English and Chinese, the background knowledge and purposes, research methods, procedures and implementation, estimated works and concrete results.Specific report may be required by National Science Council if it is necessary.
  • Personal information, reprints or photocopies of representative works within five years, patents or technical reports.
  • Authorization or contracts of cooperative institutions.
  • Contracts that consent to gratuitous use of projects results (only non- profitable use).Please download the authorization format at this website:http://content.ndap.org.tw/.(The official contracts will be singed separately after the adoption of review applications.)
  • The institution which the applicant is working for should send the application to National Science Council.

Subsidies and Contracts

  • The applicant will receive the subsidy after the project plan is adopted by the committee and authorized by National Science Council.
  • The project will be carried out by National Science Council, the administrating institution and the director of the project after this project is adopted.If the project involves enterprises’ participation, the administrating institution should sign individual contracts with cooperative enterprises.The contract must include separate benefits and obligation.The cooperative enterprises should appropriate funds to the administrating institution within 30 days as soon as the project is validated.

Intellectual Property Rights and Others

The applicant should possess the original items or should be authorized by the collection institutions.Authorization or the letter of consent should be attached in the project plan.

The digital content database, built by the final result of each project, has to follow the rules established by The National Digital Archives Program, and at the same time, is available for all users no matter for free or charged.The project which is available for free (noted in the application and the contracts) will be the priority to be subsidized.

Other intellectual property rights and related issues are in accord with the contracts.
