一致性資源命名 URN(Uniform Resource Names)

由「網際網路協會」(The Internet Engineering Task Force ，IETF)於1993年3月所提出的「一致性資源命名」 計畫 (Uniform Resource Names，URN) ，用於解決網路資源在連結上的問題，不再只是網路資源位址的指定，而是給予網路資源一個永久性的名稱，以符合網路資源發展之需求。URN的概念是將網路資源名稱與網路資源實體位址予以獨立區隔，透過命名定址系統轉置「名稱與位址」。
URN的功能需求如下:
1. 全球性: URN的命名是以全球網際網路為應用範圍，並非以單一區域或國家為主，因此在任何地點均需有相同意義且具獨立性。
2. 唯一性: 相同的URN之編碼，不會指定給二件不同的數位檔案。
3. 永久性: URN命名是具持續性與永久性的，URN的存在甚至比所指向的數位檔案更久。
URN命名系統，其結構可分為三部分:
(1)命名方式：由參與URN計畫的各個機構或單位自行決定採用何種方式，包括hdl、lifn、path、inet等方式 ，基本上URN可以與ISBN之類的的編碼結合 。
語法與範例如下所示:
A. 語法: <URN> ::= "urn:" <NID> ":" <NSS>
NID= Namespace Identifier
NSS= Namespace Specific String

(2)解譯機構：解譯機構為一種命名方式的管理URN to URL主機位址，並提供相關服務。
(3)文件名稱：個別數位物件的名稱。

由於國際間通行的編碼方式有許多不同的方式，如何選擇適合的編碼方式，也是眾人討論以及關注的。
